・to provide and maintain a healthy shipboard environment;
・to minimise the risks of tobacco smoke to non-smokers;
・to educate seafarers about the harmful effects of smoking; and
・to provide support and assistance to any seafarers who smoke and express a desire to quit
特に回答で頭を悩ますのが、たばこの害についての教育と、禁煙希望への支援です。
まず、教育については手っ取り早くEvidenceを示すなら、本船へ資料を渡して、船内教育してもらうのが良いと思います。資料に関しては以下があります。

また、禁煙希望への支援としては、日本よりは多くないものの、フィリピン等海外でも禁煙外来があるそうです。
1. DOH（フィリピン保健省）認定の禁煙外来
フィリピン保健省（DOH）は“Smoking Cessation Clinic” を全国の公立病院に設置しています。

2. Private Hospital（民間病院）にも禁煙外来あり
大手民間病院では禁煙プログラムを提供しているところも多いようです。
代表例：
・St. Luke’s Medical Center（Global / QC）
・Makati Medical Center
・Asian Hospital & Medical Center（Alabang）
（ 費用は 1回 500〜1,500ペソ 程度が一般的。）
禁煙希望者はManning会社へ事前に相談することで、禁煙外来費用の一部を会社負担とすることが出来るという制度を作って、周知すれば、検船上の対策になると思われます。
